I think both those in the clue have used the expression (or a variation thereof). It was also touted during Brexit (a flawed deal?)

Aha, I've just noticed that the 4 appears on a track called word 3, word 6.

It’s the ‘*pretty much* a homophone’ bit that gets me. I don’t particularly mind homophone clues as such (but I’m no great fan of them either), but it’s very rare that they involve actual homophones (especially when regional accents are taken into account), and where as here the respective pronunciations are not identical (albeit in this case not very different), I would like to see an indication of this (e.g. ‘some say’ and/or a question mark)

I've got to be honest I did not find this easy. I have two possible answers to 16d neither of which I can fully parse and neither of which gives me an answer to 25a that I can make fit. They are my last two to go in.
