It’s one of the relatives you name. Specifically you want an “isle”, not an “island”. Maybe easier for a UK-based solver. And the answer is an idiom for “costing a bomb”

Looks completely is the definition. There are many idioms like, all ends up, all over it, But unable to parse any.
