Quisling, thanks - the more I looked at the clue, the less I liked the 'called' part! I felt as if the clue had been put together, assembled, using bits of crossword knowledge, but with no elegance or fun.

can it be UNEARTH?, country is EARTH, society of universal observers is UN, to dig treasure is UNEARTH?

Bharat, I'm sorry,but that's another clue I don't like very much if 'unearth' is the answer! The 'recalled' in it doesn't refer to the country nor to the society of universal observers, so there seems to be no reason for it being there. And 'unearth' doesn't really mean to 'dig treasure' (or even 'dig up treasure'). I think 'unearth' could just about work for 'dig up treasure perhaps', showing an example of what unearthing could do, but the rest of the clue doesn't really work for me.
