Well, I think I've completed this. Deleted a couple of things and changed a couple of letters and it all seems to work. Not a very definitive end game unless I've got it wrong.
At some point later on I hope someone confirms the number of letters in the deleted words....but not yet!!

Thanks to Z’s help I have found the item linked to the character. For some reason I was obsessed with looking at the bottom line of the grid. Definitely worth reading the back story.

Solved the crossword, got the character, deleted two items, but struggling with the final hurdle. I'll put it aside for a while and return to grid staring later on.

Thank you Ferret, enjoyed this one. Stuck on the last element for a while, until a random thought about an old Babylonian king sprang to mind.

Now finished - the full PDM only came when I inserted the two new letters in the grid - and only then did I also understand the last post from SimpleSimon. All quite obvious in the end, but I struggled getting there!!!

Despite intense grid staring I can't yet find the two letters to change, but am I right in thinking one part of the "consequence" is a short word that starts at the main theme word?
