It’s early to be asking for help, but after staring for some time, I can’t see if we can run over the unusual thin double lines or not. I assumed not, but there are too many 12s and 7s not to?

I’m getting into a terrible mess with this one, but I can say with confidence that quite a few entries cross the double yellow lines.

I'm sure it must have been done before but it feels original. Although I had to hunt for the 2nd stage it must be right, so I'm pretty sure the endgame is sound this time.
I think it's a great puzzle (and if you're looking in - thank you Xanthippe).

I found most of this very straightforward- the 12 letter answers helped fix the rest. However, I'm struggling with the two 5-letter Downs, and also the penultimate and pen-penultimate Downs.
Definitely some solutions cross the double bars.

Brilliant puzzle with a 100% fun factor. Yes you can run over the double lines, which I didn’t realise at first so got held up. There are quite a few obscure single letter abbreviations in wordplay so best to have Chambers handy...

dylan - look out for extras (it's a 3 letter abbrev for Libya).

...for the pen-penultimate it's not the usual 'left' - a four letter word minus the 'a'.

thanks for both ideas, but I'm afraid neither quite gets me to the answer. Maybe it's too late now, I need a fresh brain tomorrow!

The standard abbreviation for Libya seems to be LI, and I can't think of any other meaning of left, apart from the usuals.
