I feel like I am missing something. Solved the puzzle. Think I have a six word phrase from the dials. But I have no clue how to apply that to highlight 23 cells. Any subtle hints? Thanks in advance.

No, I am definitely not asking for help this time, but I just want to say that, for the first time in goodness knows how many years, I have given up. I have one clue to go and two that need parsing, but I know that, when I have all the answers, I am not going to be able to proceed. Dementia beckons!
