Rocky, 16 is an anagram but the fodder is not obvious: two nonconsecutive words in the clue plus the outer two letters of a third word. The definition is "something to cover boobs in work", where "boobs" is *not* used in a Pauline sense.

I guessed a solution from crossers, but like ilippu and roger (iirc) my initial guess had the final 2 letters of the first word wrong. Posted above that 16 was my LOI.
