That's how far I have gone. Unfortunately I am unable to link that to the wordplay. :-(

Ilippu, the first 4 letters are "trial" and they replace the a 3 letter word for "trump" reversed/'rejected'

My final two to parse were 3 and 16, both quite neat. Less keen on 5a which could do with an indication of cant and quite a specific uk reference if I’m reading it correctly.
