I think I have this but not sure. about two things.
At 17ac, we (entrants) have to choose, so either one of two alternatives is entered. Right?
As for 7a and 20 a and I can't find them listed as connected with the theme and am left with the first part of one of Hood's accomplices and what Chambers defines as effeminate men. Right?

It sounds like you've got 7a correct but not 20a
For that you want 2 letter "Glyph in Calais" with "whistles" being a Cockney rhyming slang term.

20a - yes, they're are 2 possible entries.
