ilippu, I'm sure, given the theme, that you probably have the correct 5 letters. I looked for the first and then looked around for the others.

the instigator starts with the 5th letter of 15 - that's how I solved 15 .... the redacted words must mean something, otherwise 5/23 and 25 are meaningless.
