My proposed answer to 11 Down, with the crossings _O_T_O_, is a) a word for a game I never heard of, that is described as a "bank" game, so presumably one in which you can go bust ... and b) also a word I've known since childhood for parts of some airplanes, or aeroplanes, as we used to say.

I wonder if it's of any significance that a certain website that will let you see the answers seems to have overlooked 11 Down this week.

I'm familiar with 14 as a loading area for boats. It's basically a raft so its able to rise and fall with the tide, but held in place horizontally by either an anchor or with fixed poles that it can slide up and down on.
