All done - in no small part to the help given here! I cannot for the life of me see the parsing of 1a) - to such a degree that i question if my entry is correct. However it fits with the rest of the puzzle, and the definition works.

Thanks to the setter, definitely a challenge, potentially too much cold solving needed, although in hindsight one solved, the clues arent all that impenetrable. Enjoyed the endgame, and definitely learnt something about cryptography.

In 28, I have an obvious answer and see the "what" but where/why/how/what is the traffic jam?

Andy, remove the extra letter from words 2-4, then take the alternate letters from the remaining 20 letter string and then anagram them. Nightmare.

re 28, you have an extra letter, removal of which shows what to use in traffic. then i read jam as what to do with that.

I believe you guys are spot on about the tc in traffic (which I hadn't spotted to be honest) but how the jam dictates the selection of tc still escapes me. It doesn't really matter very much as I have already decided it is an awful clue..
