23 is just a reference to the river Inn, I think. “Initially” because it starts in Switzerland but then flows into the Danube in Germany presumably

2 Someone once said that Oxford was the home of lost causes. It's an anagram

23 INST is shorthand for "this month", ULT for "last month"

14 looks like an anagram of "rebel he custer", though I haven't checked
