3 D. Bo is OB, old boy (of a school, reversed/upset (a Down clue, set up), Rough is 'coarse' and English is language. I've never heard of Borough English, but assume it must be/was an inheritance system.

25 ITMA was an old radio show (It's That Man Again, maybe, I'm way too young!), about = reversed, with A (in the clue) inside. Amati, Italian family, so 'in Cremona'.

25 ITMA (It's that man again - Tommy Handley) around A backwards; a family of violin makers from Cremona, second only to Stradivari.

PAPAGENO (The magic flute) was a birdcatcher = fowler, and I can see PAGE in there, but not the rest.

Whetstone, glad we could help. Amati pops up in quite a few crosswords, but ITMA itself is not often seen.

Borough English is a system whereby an inheritance goes to the youngest surviving male child of the deceased. If there is no son then it goes to the deceased’s youngest brother.

I found an entry in Chambers under…
ultimogeniture /-jenˈ/ noun (law)
Succession of the youngest, as in borough-English (qv), opp to primogeniture
