8d isn't a great clue, as the first 4 letters come from the same root in both clue and solution

Hello everyone, my first time posting and late to the party as it usually takes me a few stabs to get into the weekly cryptic. Enjoyed this one and managed to complete with exception of 18 (a phrase new to me). Clear what 15 must be but I simply can’t parse in detail - can anyone clarify?

If we accept "planning" as an anagram indicator (hmmm...) then is it 1 following an anagram of PAIR + the last 4 letters are a synonym for LURID

Thanks Bagheera33, didn't help that I had different European nationality for 19 which (in my head at least) also fitted the clue.
