When it says the initial letter of each superfluous word in order makes a phrase, is it numerical order or across then down? Thanks

11a: ref. to name of man described in "work", as word means 1st 4 words of clue; last word superfluous (change letters 1, 3 & 5 before entering).

13A is an anagram. Definition is first six words.

Next word is spurious.

"Struggles" implies anagram.

Greedy kite, you said change letters 1,3 and 5 of 11ac. I've changed all of them, have I gone wrong? I have City first and last. Good puzzle this, enjoyed it.
