This is a delightful puzzle, right up my street. Maybe I'm in an unreasonably good mood for some reason, but the clueing seems generally superbly elegant to me, especially given the constraints.

I can see the required rearrangement. Given I don't submit, I'm debating whether to bother with the actual cutting to try to spot the 18 letter name.

We have a filled grid and the name from the circled entries but can't find the (4,4) to start cutting.

Any gentle hint would be appreciated.

Upsetter - your removed letters should give two clear 4 letter words in amongst all the others. One in the across set, one in the down

See now I've done that cockie and I can't see a name. Did you know the name and found it in the grid, or did you just spot it from grid staring?

Filled the grid, got the names from the circled letters, but not sure I can be bothered going on - to be honest, not sure where to start. I don't submit so, for me, job done.

I’m with Simone and Upsetter, full grid and the circled letters. My across four letters make sense, but the down four are nonsense!
