Can't fully parse 11d - any hints?

11d splitting loudly is a homophone for the first two words (spoken casually).

Thanks! I thought "loudly" was referring to some sort of musical term.

I also felt that 3A was far too convoluted, especially as it's linked to the equally impenetrable (without crossers) 7D and 8D. The surface is terrible, too.
Incidentally, a clue in this week's Guardian Quiptic is almost identical to 20A, in almost exactly the same position in the grid, with the same answer! Do both papers still have the same crossword editor, I wonder 🤔

Incidentally, can anyone explain 21D? As far as I can tell, it only works if the first and last letters are an abbreviation of a city, along the lines of NY or LA. But that doesn't seem to be the case.

I do not get 15a, can only find one word to fit. Means nothing to me. Unless my second half of 1d is wrong.
