I'm not finding this at all easy, and the LHS is fairly empty. I may come back for hints.
I would have got 27 sooner if I could spell 21d!

Thanks Jono. Going back through former PMs finally got it for me. Apologies if this appears twice but posted once and it didn't appear. After thinking it must be an obscure word I didn't know, 26a is actually one of my CODs. Alongside 22d because who doesn't love a good Spoonerism.

Getting the theme was key for me. 10a was FOI and then when I got 16a it fell into place.

Also I don't see the parsings for 14a and 19a. I took ages to see how 23a worked too, but it's now favourite.

chrise - examine the structure of "sown"

1a. is a reverse clue. If you read the solution in a certain way you might generate ‘sown’. Also thematic.

1a thematic Chris. Think park.

14a 3 letter plus 28 minus one letter.

19a two letter toilet with one letter inside word to huddle. Definitely first two words.

14a parses as 3,6, 6 being a 7 minus 1
19a is 6 around 1,1,1.
