Finished it, but can’t justify the answer for 20 down…

Eye’s impounded by government agency - flipping harsh! (7)

I believe “harsh” is the definition, and I assume it’s something related to “eye” inside a reversal of a government agency.

Can’t see it though!

CSA used to be a government agency, but I don’t think it’s called that anymore more.

Can anyone justify this answer?

I think the "eye" is probably a private eye investigator, hence a 'tec' or detective

ASIC is an Australian Govt agency?

Sorry, I should also of said that the tec's good inside CIA, but I think you'd already got that bit
