I wondered about 17a and thought "no, it can't be that" - apparently I was mistaken. Gets the 'audacity prize' for sure.

I have answers for 25a and 21d but can't explain why - suggestions welcome.

Meanwhile, I share the thoughts about 1d and 8d, agree that 17d is pretty neat, and enjoyed the overall thematic touches.

21d the "signals" are used on racecourses (and, subsequently, used for little mints!)

“Army signals” is slightly more amusing though.
