I am down to the last five clues: 1a - Simmer stopped by amateur diver (5), 19a - Waterfowl by banks of Exe river (in air) (6), 28a - Whales crossing fine sand ridges (5) - I think that is 'reefs' but can't see why - 2d - Producer of nuts - one removed from hard shell (5) and 9d - Some means of access disregard mature conditions (11). In the perimeter I have a few letters scattered across the top and down the righthand column and then 'on' followed by a three word dessert. Any hints/pointers would be greatly appreciated.

I have now got 1 across. Typical - worked it out just after I posted.

Thank you for that Rusty. I now need just 19 across and 9 down then it will be a matter of working out the perimeter. I think it may begin 'Draw a' followed by a word beginning with 'c'.

Your answer to 28 across was a big help Rusty. I now have all the answers and round the perimeter starting in the righthand column I have a two word main course and a three word dessert. It is a question now of working out the top row and what needs highlighting.

9d - disregard PASS, mature AGE etc.

I'm stuck on quite a few. Please share your revelation for 1a, alwayspuzzled: Swimmer stopped by amateur diver.

Any help on these much appreciated:
6d Powerful, stolid and vital (4)
10a Queen goes in to examine covering for the head (6)
27 Vagrant reached a river joining the Rhone (7)
4d Rhode Island associate probing material relating to insurance risk calculations (9)

I wonder if 11a Ridges remain fixed facing west might be ARETES (set going west) but the "are" doesn't seem to fit.

Also 15d New runner in bob designed to minimise sliding might be NONSLIP but where does bob come in?

Phew!

I've got 27a - it's an anagram of "reached", which I thought it was but it wasn't in Bradford and when I looked it up it seemed to be a region of France.
