Yes, Dryden and DJA, I think you have the correct explanation for 2. For mine to work, it would really need to be "legislation making people."

Djawhufc, yes, I see it now, though it takes some mental agility to see through the deception.
I take comfort from the fact that two other able solver friends couldn't work it out either, so I'm not lone in being a bit slow with that one.

Fantastic puzzle, best this year in my humble opinion. Grid filled fairly quickly, although I did cheat a bit by knowing who the members were straight after I got the first (last) one, thereby using that to get help with some answers. Took a while to get the location, but once I read the instruction, verbatim, all became clear. For once, for me that is, all clues made sense.

In case there are any setters following the thread let me say that I just found it too difficult. 4468 I completed with comparative ease. Do others agree that this was a tough one?

Hi Martyn. I think the clues in 4468 were toward the easier end of the spectrum; in terms of the unclued entries, if you guessed at 'Daughter' and 'in Time' (which wasn't a difficult guess), then you'd pretty well finished the puzzle.

in 4469 not only were some of the clues more difficult, but also the theme might not have been immediately obvious except to those hardwired to history and politics. Getting the theme early was definitely a benefit, because then it was just a question of substituting into the unsolved clash cells the possible remaining chancellor names, so by solving the theme, the rest of the puzzle was easier to solve. I think that some of the best Listeners have this quality. A little like solving a mathematical problem, once you've solved one of the unknowns, the solved unknown in itself contributes to solving the rest of the problem.

4467 was elegant but easy, but prior to that there were 2 or 3 quite difficult puzzles, including a numeric (not so much difficult as long-winded). So, overall, probably 4469 was about medium, with some quite difficult clues, but undoubtedly a well-designed puzzle.

All in all, I think that 2017 hasn't been too bad. A wide range of easy to difficult. Which was what quite a few of us were asking for with our feedback in previous years to the Listener editorial board. So, in that respect, well done them for listening...

As a novice of about 18 months, I still mainly need a nudge even when I am close to the end. I guess I lose patience after about 20 hours! I thought this was a tad harder than 4468, but certainly not the toughest I have completed this year, I got waylaid with mustard at 26, the extra T at 37 and some words I could not find (but plumped for them anyway). Thanks to the peeps here I got there in then end though, However, 13 is upsetting me. Why isn't the extra letter a D? REDO and ODDER?

I also hadn't noticed the symmetry and I had a complete misty moment with Klemer, no Kremel, no, Melker.......aaaaaahhhh! Of course..............

Really clever puzzle.
