All finished but I cannot understand how 34 KISLEU and 28 STUPOR work. Also can someone confirm that the last word is “indexes”? Many thanks.

Dropouts = students that quit early. Recalled = reverse it. The D is the extra letter, an 'o' leaves because of 'shaking off an old', ie one 'o'.

Hi Unclued. I thought that 34 was the cleverest and probably the most difficult. "before university" - so U is at the end. "All within capital's borders must go back" is actually saying think about reversals of capital cities. Helsinki works, once you drop an N as an extra letter

Thanks for your explanation, Meursault, but I'm not convinced it's right. Firstly confining LA to just women is dubiously selective, but more significantly, your explanation requires a hyphen between 'legislation' and 'women'. Without the hyphen the clue does not say what you suppose it to mean.
