4D Men say and beside state (6) O?E??? looks like O(RE)GON

14D Queens' Place (7) C??T??? maybe CASTLED ?

24A Gore/ uniform colour (5) ??U?E not completely sure here

14d cattery?

24a rouge? anagram

OR - other ranks or "men"
EG - say
ON -beside (a bit loose!)

As Rain for 1 across (Right standard: lavish) seems not to have been challenged can someone parse it for me please?
Also 17d Scots 22 (22 being presumably an anagram of AIDS)?

Scots 22 (6) ?i?c?l - agree with dais for 22. Only 'Scots' word I can find to fit is fiscal seems unlikely.
Also any advance on cattery for 14d??

14d Queen is an adult female cat that has not been spayed

Can't help on 22, but CATTERY looked good. Doesn't it fit?
