11A Right standard: lavish (4) R?I? looks like R+AIN

4D Men say and beside state (6) O?E??? looks like O(RE)GON

14D Queens' Place (7) C??T??? maybe CASTLED ?

24A Gore/ uniform colour (5) ??U?E not completely sure here

As Rain for 1 across (Right standard: lavish) seems not to have been challenged can someone parse it for me please?
Also 17d Scots 22 (22 being presumably an anagram of AIDS)?

Struggling with 17d too
Scots 22 (6) ?i?c?l - agree with dais for 22. Only 'Scots' word I can find to fit is fiscal seems unlikely.
Also any advance on cattery for 14d??
