15 down is rather US/New York specific.
Definition "where New York drunks gather".
Parses as 5 ("shady area") inside 4 ("those people").

I had heard of 15d, but is it really where drunks gather?

Chris, it (or at least sections of it) were truly notorious as a "Skid Row" (another US slang term). It's now largely gentrified.

Thanks Geeker. Did you know the Jim Croce song. An American student (Keith) in my second year at Cambridge used to sing it all the time while he encouraged innocents to play poker with him in the bar (it always irritated me that no-one wanted to play bridge with me and my partner in the bar because we wre good at it, but they were quite willing to lose money to the American poker hustler!). End of story - he was sent down after a year.

Chris, I know that Jim Croce song (plus "Bad Bad Leroy Brown") very well. Both were big hits when released and still get played often. To be honest, I've heard them both too much.

The full gentrification is pretty recent. I lived in NYC '83-'91 and it was dodgy in places.

Bad bad Leroy Brown was referenced in "Crocodile Dundee 2"!

I saw the original "Crocodile Dundee" but not the sequel.

I enjoyed "The Paul Hogan Show", an Aussie comedy TV series that got broadcast Stateside.

The later "C D" film was OK but I liked the show a lot more.
