Struggling mightily with the SE corner and the unclued name.

Are the last letters of 27d and 28d T and L respectively? I have answers that fit the definitions but can't make any sense of either word play.

If correct I have all the letters in the name apart from the last one (can't make head or tail of 32d), but am having no joy. Does the first name begjn with R? Any suggestions for identifying the name from all but one of the available letters?

27d is an anagram (out) of on and the truncated last word.
28d is ex, outside, and car fuel missing three-letter word for fragment reversed (arising)
