It suddenly struck me when I read carefully the part of the slogan from the down clues. Hope this helps.

I'm still struggling with the 21 word outcome. I have 13 letters (if an indefinite article is included) in the bottom lap of the grid but cannot see the other 8. A hint would be most welcome.

I'd like to finish. On my study wall is a photograph of the editorial board of the Cardiff docks bulletin newspaper committee - set up to support the event - which includes my Aunt Jenny who was a veteran of the cause. She left me her diaries which are now in the Glamorgan archives. Thanks Awinger for a lovely puzzle: unambiguous clueing and with the challenge in the latter stages..

Williamseal - read the preamble very carefully (the bit about the highlighting). You probably don't currently have 13 so you're not looking for 8.

Appearances can be deceptive - after failing to solve any across clues at first reading I feared the worst, but once I solved a few down clues it all fell into place quite fast (though the SE corner was a struggle).

Not quite sure about the endgame. I have 14 letters in two rows (without an indefinite article), but the 7 letter word-and-space on the next row seems redundant and reads awkwardly.

Pebble - the preamble doesn't say the 21 cells are contiguous.

Sounds like you have 14 of the required 21 and (almost) half of the opposite of what they wanted.
