A flower or a bloomer is a much closer definition of a tulip etc than repeated growth is to gooseberry bushes. I would say repeated growth is more a description of a feature of a gooseberry bush.

Also, it isn't like repeated growth is a known descriptor of anything in particular either. There is nothing that particularly links it to anything, horticultural or otherwise. It's not a big deal as someone said - it's just that the clue seems to lack a punchline.

There is a ? at the end and this kind of excuses the loose definition. Still a pretty ropey clue so I think you are both right.
