I've made a good bit more progress on that now because of the hints and figured out the wordplay relating to the parliament and the MP!!! What's a doc puzzle?

Doc is the name of a setter, but he is also the Spectator puzzles editor.
If you do the Guardian puzzles you may also know him as Maskarade.
