Apparently in some circles "dogs" is salng for feet/toes. I've never heard it.

That slang usage of "dogs" used to be common in US but is less fashionable nowadays.

& I have a feeling that if it's a person, I'm not going to know who they are.

Ceffie, you're right about the comic, magazine. The beautfully parsed hints gven earlier lead you to the name of an official, a foreign official, not the name of a person.

It is Viz, ceffi. That is is the usual abbreviation of id est, then R for right. The Grand ****** was the title of the Prime Minister of Turkey until 1922, the end of the Ottoman Empire
