The clue is "Saw the publicity about the bishop". It is 7 letters, starts with P and ends with R. And I am stuck.

Ahh, that makes sense; I had been misled by wrongly having an R at the end. I had been thinking "saw" might be a noun.

Here's another that I'm stuck with from the same puzzle. "Each year we see the old Englishman receiving money" 5 letters and, I think: P _ _ _ E

Not sure - might be PAYEE, but I can't quite put it all together

PA YE E, separating English and man? I didn't think the Times would do that.

"Payee", I suppose but I haven't parsed it fully.

I agree. Seems a bit off to me, not separating Englishman, when they could perfectly well have written it "English man".

The Guardain does that quite often. Someone applied the phrase "lift and separate" to the device. Surprised to see it in the Times, though.

How about this - which ought to be so easy: P _ _ _ R and the clue is "Presumably he is paid by the disc jockey"

Best guess is PIPER ("pays the piper") but I'm not at all convinced!

I suspect you're right but it isn't a very good clue. One of the things I have noticed in doing these for so many years is that sometimes it isn't being dim; it's just not a terribly good clue and sometimes the puzzles that take the longest to finish are also just not terribly good.
