One last teaser for me is 5 and 26d:- "Hell me incomes dodgy"-absent peer. I don't know if there is an anagram lurking in there or not but what I have is ?i?u?l?e for the first word and m?n? for the second. My answers to the clues across are :-9 Downhill,12,usher,15 semicolon 18,quite so nd 25 insomniac and 28 enigma. Help please

The u is the h in 12 (your typo)

It is an anagram of the name of someone who’s been absent from the H o Lords for a while due to being under investigation.
