So has Cyclops made a mistake with 11a?

Elected = IN
What you should do = SOLVE
Vacated city = CY

Ruinous state = INSOLVE(N)CY

Where does the N come from?

Or is “city” NYC (New York City), but surely “vacated” isn’t a fair anagram hint? That would be cheesy if it is!
