Philo for 1d the definition is a type of grass but if read backwards (rampant being upright in heraldry) it is the animal species that bucks and does belong to, (Sound of Music song, first line).

I got it not long after posting, but I didn't know rampant meant upright in heraldry, so thanks again.

In 2d the answer comes 17 before Romeo in the phonetic alphabet as well as being the one before Romeo in the marque.

Re the phonetic alphabet, we had a discussion earlier this week, in the clue-writing thread, about the E in whiskey, and as it’s St. Patrick’s weekend they’re shall be plenty of E consumed here in the old sod!
