11 SH is "can it!" as an instruction to be quiet. COPE is manage, all reversed.

No idea on the others; not even convinced SUSPEND is right, except in the sense of "put on ice" to pause a project.

I had to look up the clue for 16d the answer to which is universal, so U + G (grand) contained in N (northern) + GETS (lands).

Thanks both. I didn't know 'blue' meant 'spend'.

Glad we could help, Whetstone. I always knew 'blue' could be the past tense, meaning splashed out, lavished etc. I checked Chambers this morning and it has 'blue, verb, to squander'.
