Hi aristo,
in 4 capital is uc as given in Chambers; "upper-case ie capital".
In 9 I swithered about the inclusion of public but it obviously helps the surface and my "justification" is; if there is/are demand(s), usually money, the abductee tends to be a high profile (public) figure or close relative of same rather than those taken by a parent disputing custody or aliens !
I reckon Marty bumped into a college again!
