Help with a few, please? I don't quite see where the U comes from in ginge @4, and am not sure about the significance of "public" @9. Also, the definition in bigbad @17, and explanation to see if I'm on the right track. Perhaps I got too much sleep last night...

Hi aristo the def. in my clue is "landlord... ?" qualified by the QM as a defn by example as in https://en.wikipedia.org/wiki/Absentee_landlord

The wordplay is "beer" with absent "ee" = br (empty bar)
