Orson, so is the ninth line . DICK - NPOLE? if so, why and how is the common name indicated?

The ninth line pre-coding is ICEDWALKSNORTH

The letters contained in 'AND DICK' (six in total) code as a dot (DOT AND DICK ...), the letters contained in 'TO THE POLE' (also six in total) code as a dash (... DASH TO THE POLE) with the other three letters on the row removed to leave the blanks referred to. The resulting string of dots and dashes codes a four letter word which has already been given above.

Don't be misled by an earlier post suggestingthat one of the 8 flags is 'unused', as it is still clearly visible in the right hand in the 'down' position:
