Any room for clue discussion?? I was looking for an anagram indicator. Was there one - should there be one?

I could believe "Banks make refuse of strange I.D." wich alters the surface but would maybe have my vote

@ dorrien; read refuse as re fuse (recombine) hence my comment re a pdm ( penny drop moment).
