I agree that 15 is probably VLEI but I can't parse it. Is fish meant to be an anagrind?

Too late with my reply again. I also have peelgarlic but don't see the definition. Is it a fish? I thought it meant a bald person. It doesn't help that it's not in the latest Chambers. (Great surface reading by the way.)
