For 19a I also have Airy but not sure why Joe, other than woolly could be Airy Fairy????

I am stuck on 27a) Ruddy strong winds ending in tragedy (6)

I somehow can't work out why it would be BLOWSY, but that is the only word that comes to my mind that fits.
