blows and [traged]Y?

I thought that tevor, but couldn't get why BLOWSY would then mean RUDDY. Very tenuous is that Ruddy can mean Flushed and in my ancient Thesaurus Blowzy can mean flushed.

Blowsy = ruddy

Strong winds = blows + ending of traged(Y)
