Stuck on unclued 9 down - i have wor? so far

Presume you have it now,but it is the only letter that makes a word one way and a thematic one the other.

Yes - went through chambers and found it - never heard of it though!

It's not often I disagree with you but the keel is part of a boat and doesn't make it go up and down. I suggest it's the tide which makes boats go up and down which you'll find elsewhere in the puzzle.

Keel can be a boat in its own right.
I highlighted 36D in the light of what the proverb is saying.
