I think 28 might be TOKEN, but I can't quite parse it - not sure if the OK is "clear" or "agreement".

"net" might be "clear" in the sense of "profit"? A bit convoluted, though.

It's a payroll term.
Before tax and Nat insurance (and all other wage outgoings, eg, pension etc) is 'Gross'
And after Tax etc, your 'net payment is what you 'clear'
