My offerings are :

1. Spoon-fed (artificially fostered) chief(initial) letters of Specal Police + O (nothing) + on + FED ( Federal Agent ,member of FBI )

3. Pregnancy (state of the body - with child (issue)

4. Catalpa (a plant) (subtractive anagram) Apocalyptical (minus policy)

Andy and Jazzy (well done). Here are my workings:-

1. secret police chiefs = s + p; with nothing on = s + o + o; adding, on + fed = SPOON-FED = artificially fostered (Chambers def).

2. English Version (bible) initially = EV; all there = sane; brought back = enas; yielding:- EV + enas = EVEN AS = at that very moment when (Chambers def).

3. (cryptic) = PARENTAGE

4. subtractive anag (is abandoned & working) of “apocalyptical” – “policy” = CATALPA = tree of the American and Japanese genus catalpa (and; tree = a large plant ..... Chambers)

5. cloudy = nimby; reported = heard; “but” the answer is:- NIMBY (not in my back yard) = not in one’s own locality

Hope #3 is acceptable. As I am Chief Cook (& probably, bottle-washer) this evening and must rush off. Will look in later.

I think 3 is acceptable Jolan- although it would have been more obvious with crossing letters!

Thanks for the clues Jolan enjoyed them all. Was worried about 3 as I couldn't really parse it 100% that's when I know I've it wrong with your clues. Nowhere near with number 3. Thanks again.
