Hi Jolan

Had some time for a change today to look at these. The standard is as high as always. My suggestions are the following although I’m not 100% sure of number 3.

1. Artificially fostered secret police chiefs have nothing on an FBI agent (5-3) Spoon Fed.
SP (chiefs or first letters of secret police) O (nothing) ON Fed (FBI agent).

2. At that very moment when the bible (initially in English) brought back all there (4,2) Even As.
EV (English Version of bible) ENAS (or Sane backwards synonym for all there).

3. State with an issue? (9) Condition.
Play on words- condition is a synonym for being pregnant or with issue.

4. Apocalyptical policy is abandoned prior to working for large US and Japanese plant (7)
Catalpa.
Anagram of Apocalyptical less policy.

5. Clouds reported but not in one’s own locality (5) Nimby.
Stands for Not In My Back Yard (sounds like nimbi or clouds)
