If I’m right about what the 13 letters can represent, no row or column is comprised only of the correct letters. So I must be wrong

You only need to concern yourself with the last four letters of the message. The rest would be numbers anyway. Look for a total of 16. Hint: you don’t have to look very far

True, but in technical terms (though I’m no expert) I think 16 is the sweet spot where the thematic convention would be used, so I’m sure you have it
