Please can anyone help with these?

21a: Perhaps neon sign at vacant riverside works (5,3)
I have INERT GAS (= neon). How does the parsing work?

44a: Member making a bit of an entrance? (8)
I have DOORJAMB (= part of a door). Where does the MEMBER bit come from?

First one is an anagram of SIGN AT R[iversid]E

Second one is puzzling

Thanks Jordan. Let's hope someone can shed some light on it.

I must admit I wasn't very happy with 13a, where PARTY in the clue equates to REFORM in the answer... :-(

In carpentry and construction, the word member refers to any individual piece or part that makes up a larger, assembled structure. And the Times has Collins as its reference, which has “a component part of a building or construction”. So I think it’s okay.

Thanks for explaining 44a, I also couldn't understand it.

15a Slowly notice a US soldier close to Oman's capital (6).
Adagio? Can't quite parse it.
Notice = ad, a = a, US soldier = GI, Oman's capital = o. So what's the 'close to' doing?

Does it mean the 'O' is adjacent to the 'GI' ?
