I wonder if the answer might be Oxford, if Ox means open source, but I don't think it is the usual abbreviation - but it does contain "for D".
As Democrats are not a party in the UK I am not sure this can be correct however. Any clues welcome.

The last one or two for me:
Assuming 20d refers to a disease caused by dirty water, I am not sure about 26a, Politicians briefly grabbing male members (5).
I have L?M?S so it could be Limbs or Limps, but I cannot see that Limbs refers particuarly to male members, and Limps contains MPs meaning politicians, but no reference to male members.
Any clues appreciated.
